Getting down to a variety of reasons,
Getting that the remote server is down, overloaded or not responding which is a most common motive. (I think)
other reasons including,
Firewall blocking the port you will be trying use
Small fortune filtering
IP way is down
Ones Winsock configured DNS server is down
Lots of lost packets
There might be others but they’re just the only ones I’ll think of.
