Haven’t the slightest clue where to begin.

My business is still new webdesign hence whatever answer post get here is going to be over my travel but will at-least acquire me started inside the correct direction. What My business is looking at doing is having a website that allows users to choose from a pre-designed format and create now there own sub-domain. I want it being fully self contained so I do not have to do anything each time a new user fire wood in. forevermissed. com does what exactly I am contemplating designing. So the actual questions are: What programs would be the easiest to use in the construction of something such as this.
