I’d like to see to add a new news page for any clients site. I’ve found the basic design that i like

but have no idea how to carry out this into my personal site. The code mentions id’s. Is that this HTML or a thing else

The ID could be the ID # connected with each news publish, a unique identifier. I’m assuming the offset is well… this offset.
