Problems converting Layers to Tables

I am dying over right here. I have already been creating websites using layers when using the DIV tag. Me and tables usually do not get along far too well. The problem is the layers stay consistent, and dont move once the site is resized. That is certainly fixed with espresso, but i guess the actual problem is with the resolutions.
