How do you add those temporary floating windows seen in commercial sites?

Many sites now showcase a floating eye-port (splash screen) which can be an advertisement for any limited amout of their time before disappearing. I don’t know what this is known as but I’d like to know how it is done. I’m sure splash screens aren’t a huge hit, but my web page takes a few seconds to load up and I need to to provide a brief window which pops up upon first visit and the quickly disappears after a matter of seconds. I wanted to require a poll and ask what everyone’s favorite resources they need for shortcuts together with webdesign.
