problem – scrollbar colors w/ Dreamweaver & external CSS

Been getting scrollbar colors to work with IE, got them being employed when their embedded in the doc but the particular arrow color doesnt display. BUT – I would like them with the external sheet and also can’t get them of showing up at all.
