Is Flash a good way to build a website?

Greetings there, We are using html and css with dreamweaver to create websites. In order for making some movements, I need to make use of flash since I dont have learned to do with javascript. Even so, is flash a sensible way to make a website I understand it will make a heavy loading. Must i just make a website easy and obvious or complicated along with fancy for those who have a project which requires it, of course. otherwise it is definitely overkill and requires more upkeep for offers like seo and improvements. it also helps it be useless to some cellular devices for the lack of flash support. Zero Flash… until Apple products will render it on iPad, mp3 and iPhone. Eventually, it might be adapted for everyone (like PDF), but We’d steer away coming from it if you are using it as a requirement, such as navigation.
