If you would like start from damage, you will need to see what server facet languages your sponsor supports, and go after that. Most hosts assistance PHP, but if your supports another language, then you can obviously go that route as well.
If you simply want the name of any few customizable frameworks that you may build to meet your requirements, then you can match WordPress, TextPattern, or Movable Type.
