Fundamentally, your biggest problem i always see is your main content area. White/Orange text over a black background is murder for the eyes. You should try out for something that permits black text. Remember you can however keep it dark/worn (ala internet. wddg. com )
Also your page tears is a bit, well, strange. I think these are too short as well as too contrasty. Whatever the brand new background color is, the paper shreds must be pretty near to the same color. A cool idea could be to put all of the content on a sheet of paper with the particular corner torn off (and place the heading in it).
The remaining design is great, coding is not necessarily well thought via. I would suggest losing the frames/iframe, whatever it really is and make the entire page scroll.
In order to take the time to learn to code correctly manually , with Web Standards you might eliminate the messiness that is now minicode< p class=" unnamed1" > < font color=" #FFFFFF" size=" 2" face=" Arial, Helvetica, sans-serif" > /minicode. Nonetheless, that would take quite a while.
Oh yea… and get a number of decent hosting or maybe somethin’ those geocities ads are needless to say terrible.

eradicate the frames i’d personally. i wanted the navigation panel and banner to remain constant but i didn’t recognize how apart from obtaining frames. i’d love to know how to do that.
Its not necessary to. It’s not gonna make any difference to loading moments, so I’d take away the frames : they suck (me hates frames).
