Links scroll over effects – I must be missing something…

Im working away at this new page and I aim for the same effect several other sites have (including Website development Forum) where the colour in the link changes along with a line appears (or disappears in Web site design Forums’ case) while you scroll over it with the mouse. Is Fireworks really the one way to develop this effect or possibly there is an easier HTML-coding solution to do this
