Try setting up a div using all these style settings
#banner
margin: 0;
job: fixed;
best: 0px;
thickness: 100%;
Throw the screaming graphic or flash file in a very div with div name as " banner" and always be good to visit.

Be aware that position: set doesn’t work/works strangely in IE. There actually are fixes floating about (particularly in Dean Edwards’ IE7 script, I believe), but i can agree that it’ll necessitate additional effort.

Until you are using any background image, in which case you can set this background to minicodebackground-attachment: fixed/minicode
