Seems to me that in order them to update the website themselves, you’ll be chosing two of those.
You’ll need a layout, so you can either make the item or purchase them. Then you require a CMS for you to encorporate into them. You can’t adequately have one with no other.
If you just want any static site then you certainly obviously only will need the layout (template).

See I work with Post nuke as an alternative to a website on occasion. I’m not positive what you mean by it being a require them together.
True in regards to the static site (but I wonder the way you " edit" the image together with the " Template" you realize, replace it with a new image
Usually you will need to edit the web themes in Photoshop, since a lot of the templates you see are usually in. PSD format.
