FAVICONs help…!

FAVICONs… argh Can a student conquered this issue please help my family I cannot figure out how to get a Favicon to operate. POST created a 16×16 pic.. made it an icon. It shows up as an tattoo, I placed it under my public_html folder about my host. But no favicon shows up!
