problem – scrollbar colors w/ Dreamweaver & external CSS

Been getting scrollbar colors to work with IE, got them being employed when their embedded in the doc but the particular arrow color doesnt display. BUT – I would like them with the external sheet and also can’t get them of showing up at all. image linked with a sound works,but mouse doesn’t display the active link like a hand

We have embedded sound into an image on my page. The image is often a radio icon which i want people to click to hear the sound. It works, I have tried it and it also plays the good without opening a brand new window so I’m keen that. But when i take my rabbit over it, my mouse stays a similar and usually if an image has a link, it turns towards pointer hand as opposed to the usual arrow mouse. So the link cannot show that the an active url and i dont want users to get to guess whenever they can click it.
