What platform for an eZine?

My business is concidering making an eZine that may have both an internet and a online version. I would likely perfer the downloadable version be around PDF. I have concidering doing the whole thing in html, making it dynamically along with databases, using a new page layout course like framemaker, or loading it many into Flash… Any idea what the most effective method would be All of them have advantages, just dunno which can be best. PDF is probably recommended, as it could well be exactly how an individual designed it. PDF may be used for equally online and online versions. Although people would want to open a HTML document perhaps..
