The book you have is a superb start, yes. Furthermore, go to the bookstore and find some books in HTML. There certainly are a ton out there, but by likely to the bookstore themselves, you can select ones that you consider you can learn with and ones that suits you.
As long as software, Dreamweaver is actually a good get started. You can use the HTML code and even get a WYSIWYG formatting. Both good to get a beginner.
